I’ve deduced this, ok? Apparently, PLDT DSL subscribers in the Philippines can’t properly view avatars in SteamID pages. Normally, what you’d see is either the red x (image not loaded, Internet Explorer and Firefox) or a complete blank grey on a long time (Firefox and Internet Explorer) and the applications aren’t limited to just that! Even in-game (say, Team Fortress 2) you can’t see the avatars beside the players names!
The whole matter is already on a problem ticket that I reported to Steam Support earlier. If you’re interested on the whole issue, go read it here
If you are a PLDT subscriber and you can’t see any avatars on any SteamID pages, inform me, or reply to my problem ticket at Steam so that the support team can address this issue faster.
If you are one but you aren’t familiar with Steam then no worries! All you have to do is to see any SteamID page like this one and if you can’t see any avatars…

I can’t see the steam images when I visit a Steam ID or something, and i created an awesome image and i can’t upload ie :/ please help.
I also have the same problem, only thing is, it’s not limited to avatars. Even the Steam store page has no images displayed. The text and the layout are all alright, but I can’t view the images. They only show the red x or the blank space. I also can’t view the Steam update news at all.

I think it all depends on the ISP now, not because of Steam. I can see the avatars fine on my end so if you’re on PLDT then I’m guessing it’s temporary.

You have to make an account. The steam support login is completely different from the actual steam login
